The city is divided into 24 subcouncil areas, each of which is made up of between 3 and 6 of the wards of the city. The subcouncil itself consists of the ward councillors along with a number of proportional representation councillors allocated to that subcouncil.〔(Cape Town Sub-council By-law ). 12 May 2003. Western Cape Provincial Gazette Extraordinary, volume 6013.〕 Each subcouncil is led by a Chairperson, who is one of the councillors; it also appoints a manager to run its day-to-day business. A subcouncil does not have any inherent responsibilities in law, but it is entitled to make recommendations to the City Council about anything that affects its area.
